146AF1 Joint Authorities and Inner London Education Authority.

F2Subject to subsection (1A) below,A joint authority F3and a police authority established under section 3 of the M1Police Act 1964 . . . F4 shall be treated—
a
as F5a local authority for the purposes of sections 111 to 119, 128 to 131, 135, 136, 139 (except sub-sections (1)(b) and (2) ), 140, 140A, 140C, 143 and 146 above; and
b
as a principal council for the purposes of section 120 (except subsection (1)(b)) and sections 121 to 123 above.

A police authority established under section 3 of the M2Police Act 1964 shall not be treated—
a
as a local authority for the purposes of section 112, 139, 140A or 140C above, or
b
as a principal council for the purposes of section 122 above.
