(1)Sections [F1[F2202] to 204] of the Local Government (Scotland) Act [F1M11973] (which relate to the procedure for making byelaws, penalties and the proof of byelaws in legal proceedings) shall apply to byelaws made by [F3Scottish Natural Heritage] or a local planning authority or an Electricity Board under section 54, . . . F4 or section 64 of this Act as if [F3Scottish Natural Heritage] or authority or Board were a local authority within the meaning of the said Act of [F11973].
(2)In relation to byelaws made under the said section 54 . . . F4 or the said section 64 the confirming authority for the purposes of [F1section 202 of the said Act of 1973] shall be the Secretary of State.
