F1The Secretary of Stateand the planning Minister acting jointly may by regulations contained in a statutory instrument prescribe the manner in which applications are to be made for certificates under this Schedule, and any such regulations may contain such supplemental or incidental provisions as appear to those Ministers to be expedient.

The regulations may in particular apply with or without modification any of the provisions of a development order under F2the Town and Country Planning Act 1990 or under F3the Town and Country Planning (Scotland) Act 1997or of regulations made under the M1Water Resources Act 1963.
