A library authority may make contributions towards the expenses of another library authority or of any other person providing library facilities for members of the public.

The Secretary of State may make grants to any body which maintains book catalogues or indexes to which all library authorities are permitted to refer, or otherwise makes available to all library authorities facilities likely to assist them in the discharge of their duty under section 7(1) above.
