The police authority for any police area consisting of or including the City of Cambridge shall include, in addition to the number of persons determined or prescribed under the foregoing provisions of this Act, five persons representing the University of Cambridge; and those persons shall be appointed at such times, in such manner and for such term as may be prescribed—
a
in the case of a combined area, by the amalgamation scheme;
b
in any other case, by rules made by the Secretary of State.
