In this Part of this Act, a “joint committee” means any joint committee established under section 101(5) of the Local Government Act 1972 (c. 70) and comprising at least one member from each borough council.

The functions conferred on the borough councils by subsections (1) and (5) of section 66 (levels of penalty charges) of this Act shall be discharged by a joint committee.
