A person to whom a notice of intent has been given may, within the period specified in the notice of intent, make written representations to the Secretary of State about the proposed financial penalty.

The period specified in the notice of intent for making written representations must not be a period of less than 14 days beginning with the day after the day on which the notice of intent was given.
