The Secretary of State, in exercise of the powers conferred by section 150(1)(a) and (b), (3)(a) and (b), (4)(a), (6)(a), (b) and (d) and (10) of the Energy Act 2013(1) and paragraph 3(a) of Schedule 4 to the Housing Act 2004(2), makes the following Regulations.
A draft of this instrument was laid before and approved by a resolution of each House of Parliament in accordance with section 150(9) of the Energy Act 2013 and section 250(6)(f) of the Housing Act 2004.
