The Secretary of State, acting as the appropriate Minister, makes these Regulations in exercise of the powers conferred by section 11(1)(a), (c), (d), (f) and (g), (2)(a) and (b), and (3)(a) of the Channel Tunnel Act 19871.
In accordance with section 34(3)(b) of that Act, a draft of this instrument has been laid before, and approved by a resolution of, each House of Parliament.
