The Secretary of State, in exercise of the powers conferred by sections 8(1), 8B(1), 8C(1) and 23(1) of, and paragraph 21(b) of Schedule 7 to, the European Union (Withdrawal) Act 20181, makes the following Regulations.
The requirements of paragraphs 1(1) and 38(3), of Schedule 7 to that Act (relating to the appropriate Parliamentary procedure for these Regulations) have been satisfied.
In accordance with paragraph 2(7) of Schedule 3 to the Railways Act 20052 the Secretary of State has consulted the Office of Rail and Road.
