Article 23 is amended as follows.

In paragraph 1, for “receiving competent authority, or in the case of an evaluation of an application for a Union authorisation, the evaluating competent authority,” substitute “competent authority”.

a
for “receiving competent authority or, in the case of a decision on the application for a Union authorisation, the Commission” substitute “competent authority”;
b
omit “, performed in accordance with the technical guidance notes referred to in Article 24,”.
