for “the Commission” substitute “the Secretary of State”;

After paragraph 8 insert—

Where any of the Devolved Authorities proposes that an active substance should be reviewed in accordance with paragraph 8 above, the Secretary of State shall have regard to such proposals in deciding whether to review the active substance.
