for “Member States”, substitute “the appropriate authority”;

ii

omit “at Community level”;

at paragraph 3, omit “Community”;

Where necessary, as a result of technological progress or scientific development, the appropriate authority may prescribe changes to the general conditions set out in Annex 4.
