A draft of this Order was laid before Parliament in accordance with section 1(5) of the Motor Vehicles (International Circulation) Act 1952 and approved by a resolution of each House of Parliament.

This Order is made in exercise of the powers conferred by section 1(1)(a), (2)(c) and (4) of the Motor Vehicles (International Circulation) Act 19521.
