5.  In rule 9 (consideration by Appeal Panel)-

(a) in paragraph (3), omit sub-paragraph (c);

(b) in paragraph (4)-

(i) for “Council” substitute “Panel”, and

(ii) for “paragraphs (3)(b)(i) and (ii)” substitute “paragraph (3)(a) and (b)”;

(c) in paragraph (7), omit “other than the Chair”;

(d) in paragraph (8), omit “the Council or” (twice).
