EXPLANATORY NOTE
(This note is not part of the Order)

This Order declares the Framework Agreement between the European Union and its Member States and the Republic of Korea, signed on 10th May 2010, to be an EU Treaty as defined in section 1(2) of the European Communities Act 1972.

The Framework Agreement addresses a broad range of issues and areas of international concern, which include non-proliferation of weapons of mass destruction, co-operation in the fight again terrorism, climate change, energy security and development assistance. The text includes standard political clauses concerning human rights, weapons of mass destruction, small arms, counter-terrorism, the International Criminal Court and migration, as well as provisions for socio-economic cooperation, including co-operation in the field of justice.

The principal effect of declaring this Agreement to be an EU Treaty so defined is that the provisions of section 2 of the European Communities Act 1972 apply to it.

A Regulatory Impact Assessment has not been produced for this instrument, as it has no impact on the costs to UK business, charities or voluntary bodies.
