The Council must appoint a fit and proper person to be Registrar.

The Registrar is to have such functions as may be conferred by this Order or by rules under this Order or by any other enactment.

The Council may delegate any of its functions to the Registrar, except any power to make rules.

The Council may appoint a Deputy Registrar.

The Registrar and any Deputy Registrar are to hold and vacate office in accordance with the terms of their appointment.

The Registrar may authorise a Deputy Registrar or an employee of the Council to act for the Registrar in any matter.
