A supplier must notify the Authority by 14th February in each of the years 2008, 2009 and 2010 of the number of that supplier’s domestic customers on the previous 31st December.

Where a supplier fails to do so, the Authority may determine that number.

A number determined under paragraph (2) is to be treated as if it were notified by the supplier.
