Whereas a draft of the following Regulations was laid before Parliament in accordance with section 236(3) of the Employment Rights Act 19961 and approved by a resolution of each House of Parliament:

Now, therefore, the Secretary of State, in exercise of the powers conferred on him by sections 47C(2) and (3), 71(1) to (3) and (6), 72(1) and (2), 73(1), (2), (4) and (7), 74(1), (3) and (4), 75(1), 76(1), (2) and (5), 77(1) and (4), 78(1), (2) and (7), 79(1) and (2) and 99(1)2 of that Act and of all other powers enabling him in that behalf, hereby makes the following Regulations:—
