Whereas by section 128(1)(e) of the Merchant Shipping Act 19951 Her Majesty may by Order in Council make such provision as She considers appropriate for the purpose of giving effect to any international agreement not mentioned in paragraphs (a) to (d) of the said subsection (1) which relates to the prevention, reduction or control of pollution of the sea or other waters by matter from ships;

And whereas the International Convention for the Safety of Life at Sea 19742, the Protocol thereto of 19783, and amendments, contain provisions relating to such matters;

And whereas the United Kingdom has ratified that Convention and its Protocol and has accepted all amendments thereto in force on 1st July 1998;

Now, therefore, Her Majesty, in exercise of the powers conferred by section 128(1)(e), (3), (4) and (7) of the said Act of 1995, and of all other powers enabling Her in that behalf, is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows:
