The Scottish Ministers make the following Regulations in exercise of the powers conferred by sections 13(2) and 13A(1) of the Road Traffic Act 1988(1) and all other powers enabling them to do so.
In accordance with section 195(2A) of that Act(2), they have consulted with such representative organisations as they think fit.
1. These Regulations may be cited as the Motor Vehicles (Competitions and Trials) (Scotland) Amendment Regulations 2025 and come into force on 9 December 2025.
2.—(1) The Motor Vehicles (Competitions and Trials) (Scotland) Regulations 1976(3) are amended in accordance with paragraphs (2) to (6).
(2) In regulation 2(1) (interpretation), omit the definition of “specified event”.
(3) In regulation 6(2) (application for authorisation), omit “except in the case of a specified event,”.
(4) In regulation 7(3) (fees)—
(a)omit “or a specified event,”,
(b)for “way” substitute “highway”.
(5) In regulation 8 (other conditions), omit paragraph (2).
(6) In schedule 2 (standard conditions), in the entry numbered 2 in the table, in column 2 (application), omit “except specified events”.
3. Regulation 2(2)(c) of the of the Motor Vehicles (Competitions and Trials) (Miscellaneous Amendment) (Scotland) Regulations 2025(4) is revoked.

These Regulations amend the Motor Vehicles (Competitions and Trials) (Scotland) Regulations 1976 (“the 1976 Regulations”) which make provision about the authorisation of motor vehicle competitions and trials, other than trials of speed, on public roads in Scotland.
Regulation 2(2), (3), (4)(a), (5) and (6) removes the definition of “specified events” which are subject to special authorisation requirements under the 1976 Regulations and makes amendments consequential on the removal of that definition. There are presently no events in Scotland suitable for authorisation under the 1976 Regulations which require to be subject to special authorisation requirements. Regulation 3 contains a consequential revocation of regulation 2(2)(c) of the Motor Vehicles (Competitions and Trials) (Miscellaneous Amendment) (Scotland) Regulations 2025.
Regulation 2(4)(b) substitutes a reference to “highway” for the reference to “way” in regulation 7(3) of the 1976 Regulations to ensure consistency with the remainder of that regulation.
1988 c. 52. The functions of the Secretary of State were transferred to the Scottish Ministers by virtue of the Scotland Act 1998 (Transfer of Functions to the Scottish Ministers etc.) Order 1999 (S.I. 1999/1750), article 2 and schedule 1.
Section 195(2A) was inserted by the Scotland Act 2012 (c. 11), section 20(9).
S.I. 1976/2019, relevantly amended by S.I. 1992/747, S.I. 1994/2653 and S.S.I. 2025/245. The amendments made by S.S.I. 2025/245 come into force on 30 October 2025.
