The Scottish Ministers make the following Regulations in exercise of the powers conferred by sections 27C(4) and 81(2) of the Transport (Scotland) Act 2001(1) and all other powers enabling them to do so.

In accordance with section 27C(5) of that Act, they have consulted with the persons specified in that section.
