The Scottish Ministers make the following Regulations in exercise of the powers conferred by regulation 15A(4) of the Utilities Contracts (Scotland) Regulations 2016(1), sections 1(1) and 4(1) of the Trade Act 2021(2) and all other powers enabling them to do so.
