The Health Protection (Coronavirus) (International Travel and Operator Liability) (Scotland) Amendment (No. 2) Regulations 2021
In accordance with section 122(6) of that Act, the Scottish Ministers consider that these Regulations need to be made urgently, without a draft having been laid before, and approved by resolution of, the Scottish Parliament.
Citation and commencement1.
These Regulations may be cited as the Health Protection (Coronavirus) (International Travel and Operator Liability) (Scotland) Amendment (No. 2) Regulations 2021 and come into force on 30 September 2021.

In regulation 3(2)(d)(i) (interpretation: eligible vaccinated arrivals)—

for “letter of certification” substitute “certification in paper or electronic form”,

These Regulations amend the Health Protection (Coronavirus) (International Travel and Operator Liability) (Scotland) Regulations 2021 (“the International Travel Regulations”).
Regulation 2(2) amends the International Travel Regulations to make electronic certification issued by NHS Scotland a form of proof of vaccination for the purposes of the definition of “eligible vaccinated arrival” in regulation 3 of the International Travel Regulations.
Regulation 2(3) corrects an error in paragraph 10(2) of schedule 4 of the International Travel Regulations by updating an exemption applicable to members of aircraft crew where they have travelled to the United Kingdom in the course of their work or are otherwise required to travel to the United Kingdom for work purposes.
