PART 4 Emergency, specialist and technical workers

21.  A worker engaged in essential or emergency works on behalf of a local authority relating to flood risk management within the meaning of—

(a) the Flood Risk Management (Scotland) Act 2009(1), or

(b) the Coast Protection Act 1949(2).
