5. The rate of travel concession in the scheme is to be a waiver of the fare (within the meaning of the Public Passenger Vehicles Act 1981(1)) for the journey.
Section 82 includes a definition of “fare” which includes sums payable in respect of a contract ticket or a season ticket.
