Subject to paragraph (2), following consultation under regulation 4 or 6, as the case may be, the planning authority may modify the proposal, having regard to any representation made in response to the consultation.

The proposal may not be modified to include an area outwith the area shown on the map referred to in regulation 4(2)(b) or regulation 6(2)(b)(ii), as the case may be.
