The Scottish Ministers make the following Regulations in exercise of the powers conferred by section 5(2), (3) and (4) of the Social Work (Scotland) Act 19681 and sections 17(1), and 103(2) and (3) of the Children (Scotland) Act 19952 and all other powers enabling them to do so.
