These Regulations bring into force section 1 (duty to ensure seat belts fitted on dedicated school transport services), section 4 (annual seat belts statement) and section 5 (guidance on wearing of seatbelts) of the Seat Belts on School Transport (Scotland) Act 2017 (“the Act”). Those sections come into force on 1st August 2018, except in respect of arrangements of the type described in regulation 3(2), where the section 1 duty comes into force on 1st August 2021.

The Bill for the Act received Royal Assent on 18th December 2017. Sections 2, 3, 6 and 7 came into force the following day.
