16.—(1) [F1Crown Estate Scotland] must have regard to any written guidance given by the Scottish Ministers about the performance of its functions.
(2) The Scottish Ministers must publish any such guidance (as soon as practicable after it is communicated to [F1Crown Estate Scotland]).
