The Scottish Ministers make the following Regulations in exercise of the powers conferred by section 1(3C) and (3D) of the Sewerage (Scotland) Act 19681 and section 6(2D) and (2E) of the Water (Scotland) Act 19802 and all other powers enabling them to do so.
