The Scottish Ministers make the following Regulations in exercise of the powers conferred by sections 9(3) to (6), 10, 17, 23(2), 25(2), 26(2), 28(1), 41D(5), 41I, 66(3) and 82 of the Planning (Listed Buildings and Conservation Areas) (Scotland) Act 19971 and all other powers enabling them to do so.
