(1)
These Rules apply to an application referred to the Scottish Ministers following a direction under section 18(1) of the Hazardous Substances Act (reference of applications to Scottish Ministers) with the modifications specified in paragraph (2).
(2)
The modifications are—
(a)
the reference in rule 7(2) to the appeal is to be treated as a reference to the application; and
(b)
references to the appellant are to be treated as references to the applicant.
