The Scottish Ministers make the following Regulations in exercise of the powers conferred by sections 49(3), 73(f) and 74(1) of the Education (Scotland) Act 19801, sections 1 and 2 of the Education (Fees and Awards) Act 19832 and all other powers enabling them to do so.
