If a local authority receives payments after 31 March 2015 in respect of council tax or water charges for a relevant year, the local authority must make further instalment payments to Scottish Water on account of the obligation in article 3(1) of such amounts and at such intervals as may be agreed between the local authority and Scottish Water or, failing agreement, as may be determined by the Scottish Ministers.
