“the 2011 Order” means the Scottish Local Government Elections Order 20112;

“proper officer” has the same meaning as in section 235(3) of the Local Government (Scotland) Act 19733; and

“returning officer” means the officer who is currently appointed for the purposes of section 41(1) of the Representation of the People Act 19834.
