The Scottish Ministers, after consulting the Scottish Further and Higher Education Funding Council1 and the Governors of Edinburgh College of Art2, and with the consent of the University Court of the University of Edinburgh3, make the following Order in exercise of the powers conferred by sections 47(1), (1A), (2), (4) and (6) and 60 of the Further and Higher Education (Scotland) Act 19924 and of all other powers enabling them to do so:
