General duty of officers and employees139.

Every officer and employee must—

(a)

act in conformity with these Rules;

(b)

obey any lawful instructions of the Governor and of the Scottish Ministers; and

(c)

inform the Governor promptly of any breach of these Rules and any abuse or impropriety.
