Meaning of waste in Part 1

In this Part, “waste” means anything that—

is waste within the meaning of Article 3(1) of the Waste Directive, as read with Articles 5 and 6, and

b

is not excluded from the scope of the Waste Directive by Article 2(1), (2) or (3).
