23.—(1) This article applies to a deposit from a vehicle, vessel, aircraft or marine structure in the course of its normal navigation or maintenance.
(2) This article does not apply to a deposit—
(a)made for the purpose of disposal;
(b)to the extent that it falls within item 8.
