Section 13 was substituted by section 185(1) of the Health and Social Care (Community Health and Standards) Act <ref eId="c00003" href="http://www.legislation.gov.uk/id/ukpga/2003/43">2003 (c.43)</ref>. The function of prescribing descriptions of food for the purpose of section 13(1) of the 1988 Act was transferred to Scottish Ministers by the Scotland Act 1988 (Transfer of Functions to the Scottish Ministers <abbr title="et cetera" xml:lang="la">etc.</abbr>) (<abbr title="Number">No.</abbr><span ukl:Name="NonBreakingSpace"> </span>3) Order 2006 (<ref eId="c00004" href="http://www.legislation.gov.uk/id/uksi/2006/3258"><abbr class="acronym" title="Statutory Instrument">S.I.</abbr> 2006/3258</ref>). Section 13(11) contains definitions of “prescribed” and “regulations” relevant to the exercise of the statutory powers under which these Regulations are made.</p></authorialNote> and section 175(3) of the Social Security Contributions and Benefits Act 1992<authorialNote class="footnote" eId="f00002" marker="2"><p><ref eId="c00005" href="http://www.legislation.gov.uk/id/ukpga/1992/4">1992 c.4</ref>. eId="regulation-1-1"><num>(1)</num><content><p>These Regulations may be cited as the Healthy Start Scheme (Prescribed Description of Food) (Scotland) Regulations 2011 and come into force on 6th April eId="regulation-2"><heading>Interpretation</heading><num>2.</num><content><p>In these Regulations, “Healthy Start scheme” means the scheme established by the Healthy Start Scheme and Welfare Food
