2.—(1) Subject to paragraphs (2) and (3), the provisions of the Education (Additional Support for Learning) (Scotland) Act 2009, so far as not already in force, come into force on 14th November 2010.
(2) Paragraph (1) does not apply to section 23.
(3) Section 18(2) comes into force on that date immediately after section 19(2) comes into force.
