The Scottish Ministers, in exercise of the powers conferred by section 2(2) of, and paragraph 1A of Schedule 2 to, the European Communities Act 1972 M1 and section 26A of the Wildlife and Countryside Act 1981 M2 and of all other powers enabling them in that behalf, hereby make the following Regulations, a draft of which has, in accordance with paragraph 2(2) of Schedule 2 to the European Communities Act 1972, been laid before and approved by resolution of the Scottish Parliament:
