No failure or defect in the appointment or election of a member and no vacancy in the office of a member shall prevent the Court from acting.

No action or proceeding of the Court or of any committee of the Court shall be invalidated or be illegal by reason of a failure or defect in the appointment or election of a member or a vacancy on the Court.
