The authority may determine that any matters requiring its consideration may be referred to a committee of the authority established by the authority.

A committee established under paragraph (1) shall comprise such members of the authority as it shall determine and such other persons who are not members of the authority as the authority may wish to appoint to assist the committee in the exercise of its functions.

A committee established under paragraph (1) shall be responsible for determining its own procedure, subject to such direction as the authority thinks fit.

A committee established under paragraph (1) may assist the authority with the exercise of its functions but shall not have the power to exercise functions, or take decisions, on the authority’s behalf.
