The Scottish Ministers, in exercise of the powers conferred by sections 1(1) and (2) and 52(4) of the Transport (Scotland) Act 20051 and of all other powers enabling them in that behalf, hereby make the following Order a draft of which has, in accordance with section 52(3) of the Act, been laid before, and approved by resolution of the Scottish Parliament:
