The Scottish Ministers, in exercise of the powers conferred by sections 22 and 34 of, and paragraphs 4(3) and 6(6) of schedule 2 to, the Education (Additional Support for Learning) (Scotland) Act 2004 M1 and of all other powers enabling them in that behalf, hereby make the following Regulations:
