The Scottish Ministers, in exercise of the powers conferred by sections 2, 73(c), 74(1) and 90(1) of the Education (Scotland) Act 19801 and section 59 of the Standards in Scotland’s Schools etc. Act 20002 and all other powers enabling them in that behalf, hereby make the following Regulations:
