The Scottish Ministers, having received an application from Dundee City Council under paragraphs 1(1)(d) and 2(1)(c) of Schedule 3 to the Road Traffic Act 19911 and having consulted the Chief Constable of Tayside Police in accordance with paragraphs 1(3) and 2(3) of that Schedule, in exercise of the powers conferred upon them by paragraphs 1(1), 2(1) and 3(3) of Schedule 3 to the Road Traffic Act 1991 and of all other powers enabling them in that behalf, hereby make the following Order:
