The Scottish Ministers, in exercise of the powers conferred by section 126 of the Title Conditions (Scotland) Act 20031, and of all other powers enabling them in that behalf, and after consultation with the Scottish Committee of the Council on Tribunals in accordance with that section hereby make the following Rules:
